Opportunity Information: Apply for PDS 004 FY2024

The U.S. Embassy in Ethiopia, through the Public Diplomacy (PD) section of the U.S. Department of State, is inviting organizations and (in limited cases) individuals to submit a Statement of Interest (SOI) for a public engagement program under a small grants competition. This opportunity is structured as a two-step process: applicants first submit a short SOI (no more than two pages) that clearly lays out the core program concept, intended objectives, and an estimated budget. The SOI is not a full proposal. Its role is to let the Embassy review and compare ideas before requiring applicants to invest time in developing full applications. After an initial merit review of eligible SOIs, selected applicants will be invited to submit a full proposal, which then goes through a second merit review before final award decisions are made.

The overall purpose of the grants is to strengthen cultural ties between the United States and Ethiopia and to promote mutual understanding and bilateral cooperation through cultural, media, and exchange-related programming. A key requirement is that every proposed program include a clear American cultural element or a direct connection to U.S. experts, organizations, or institutions. The intent is to ensure projects do more than deliver local activities; they should also increase participants understanding of U.S. policies, values, and perspectives through meaningful engagement with U.S.-linked people, ideas, or institutions.

The Embassy indicates a broad range of program formats that may be suitable. Examples include academic or professional lectures and speaker series, seminars and workshops, artistic and cultural performances or exhibitions, projects designed and led by alumni of U.S.-sponsored exchange programs, initiatives that build partnerships between Ethiopian and U.S. universities or organizations (including business and professional linkages), and media training activities. In practical terms, competitive ideas are likely to be those with a well-defined audience, clear outcomes, and a credible plan for integrating U.S. expertise or collaboration in a way that feels central rather than symbolic.

At the same time, the funding has clear boundaries. The Embassy will not support partisan political activities, charitable or development assistance projects, construction, programs that advance specific religious activities, fundraising campaigns, lobbying for particular legislation or government programs, scientific research, organizational capacity building that is primarily for the applicants own growth, or proposals that duplicate existing programs. These restrictions signal that the grants are meant for public diplomacy style engagement and relationship-building, not humanitarian aid, infrastructure, or political campaigning.

Program ideas are expected to align with at least one thematic priority area identified in the notice. These include support for Ethiopias economic and political reforms (including civil society, democracy and governance, and election processes); efforts that help media professionals, educators, and the broader public recognize credible information and counter mis- and disinformation; promotion of economic growth through entrepreneurship, innovation, and STEAM-related education (Science, Technology, Engineering, Arts, and Mathematics); engagement of emerging and under-represented populations such as youth, women, and persons with disabilities through leadership, education, English language, and cultural programming; initiatives that promote tolerance and peace including reintegration of internally displaced persons; activities that encourage fair and peaceful elections; programs that strengthen effective leadership and civic engagement; and projects that promote sustainable environmental policies and protection.

Eligibility is focused on mission-driven, non-commercial actors with relevant programming experience. The Embassy encourages applications from registered U.S. and Ethiopian not-for-profit organizations, including think tanks and civil society/non-governmental organizations, as well as non-profit or governmental educational institutions. Individuals may be considered, but priority is given to registered organizations and educational institutions that can demonstrate a proven track record of successful implementation. For-profit entities are not eligible, including for-profit media organizations.
