Therefore, the Secretary strongly encourages each potential applicant to notify the Department of the applicant#8217s intent to submit an application for funding by sending a short email message indicating the applicant#8217s intent to submit an application for funding. The email need not include information regarding the content of the proposed application, only the applicant#8217s intent to submit it. This email notification should be sent to FSCS@ed.gov with #8220INTENT TO APPLY#8221 in the subject line by (INSERT DATE 30 DAYS AFTER DATE OF PUBLICATION IN THE FEDERAL REGISTER). Applicants that do not notify us of their intent to apply may still apply for funding applicants that do submit a notice of intent to apply are not bound to apply or bound by the information provided.
